State Requirements for Graduation
The Florida Department of Education (FLDOE) manages the requirements to earn a high school diploma. Flagler Schools offers several options for students to meet these requirements.
Standard Diploma Requirements:
Seal of Biliteracy
The Florida Seal of Biliteracy recognizes and awards a high school graduate who has received a high level of competency in the four language domains; listening, speaking, reading, and writing in one or more foreign languages as well as English.

Explanations for the Florida Seal of Biliteracy options and qualifications.
Option 1: Language Courses
The Silver Seal of Biliteracy requires a student to have met the requirements to attain a 24 credit high school diploma as well as completing 4 school world language credits with a maintained 3.0 or higher unweighted GPA in those courses.
The Gold Seal of Biliteracy requires a student to have met the requirements to attain a 24 credit high school diploma as well as completing 4 school world language credits with a maintained 3.0 or higher unweighted GPA in those courses. In addition, a student is required to have attained a level 4 or higher on the Grade 10 ELA FAST assessment.
Option 2: Passing Exam Scores
Students who did not enroll in or complete four language courses in the same language will be awarded up to four language course credits upon attaining exam scores per the requirements below.
The Silver Seal of Biliteracy requires a student to have met the requirements to attain a 24 credit high school diploma as well as a Silver Seal Score or Performance level on a state approved exam at the Intermediate level.
The Gold Seal of Biliteracy requires a student to have met the requirements to attain a 24 credit high school diploma as well as a Gold Seal Score or Performance level on a state approved exam at the Advanced level. In addition, a student is required to have attained a level 4 or higher on the Grade 10 ELA FAST assessment.
Option 3: Portfolio
When a language course or exam is not available, a portfolio may be submitted. Portfolios must be submitted to the student’s school guidance counselor prior to the Florida Seal of Biliteracy application due date (March 14, 2025).
The Silver Seal of Biliteracy requires a student to have met the requirements to attain a 24 credit high school diploma as well as maintenance of a portfolio of language performance at the Intermediate Mid level or higher based on the ACTFL Proficiency guidelines in the modes of communication appropriate for that language.
The Gold Seal of Biliteracy requires a student to have met the requirements to attain a 24 credit high school diploma, a level 4 or higher on the Grade 10 ELA FAST assessment, as well as maintenance of a portfolio of language performance at the Advanced low level or higher based on the ACTFL Proficiency guidelines in the modes of communication appropriate for that language.
Seal of Fine Arts
The Florida Seal of Fine Arts Program was established within the Department of Education to recognize high school graduates who have met exemplary benchmarks in fine arts coursework. The purpose of the Florida Seal of Fine Arts Program is to encourage students to develop an exemplary level of proficiency in the performing or visual arts.

The Florida Seal of Fine Arts shall be awarded to a high school student who has earned a standard high school diploma; successfully completed at least three year-long courses in dance, music, theatre, or the visual arts with a grade of “A” or higher in each course or earned three sequential course credits in such courses with a grade of “A” or higher in each course; and meets a minimum of two of the following requirements:
- Successfully completes a fine arts International Baccalaureate, advanced placement, dual enrollment or honors course in the subjects listed in the paragraph above with a grade of “B” or higher.
- Participates in a district or statewide organization’s juried event as a selected student participant for 2 or more years. Florida Seal of Fine Arts Statement (Form FA-3)
- Records at least 25 volunteer hours of arts-related community service in his or her community and presents a comprehensive presentation on his or her experiences. Florida Seal of Fine Arts Volunteer Hour Tracker (Form FA-4)

- Receives district, state or national recognition for the creation and submission of an original work of art. The term “work of art” means a musical or theatrical composition, visual artwork, or choreographed routine or performance. Florida Seal of Fine Arts Statement (Form FA-3)
